2001 CMOR Racing Instructions

1. RULES:

The regatta will be governed by The Racing Rules of Sailing 2001-2004, the prescription of the U.S. Sailing Association and these racing instructions.

2. SIGNALS:

All signals will be displayed by the Race Committee Boat, which will also mark the start and finish lines.

3. MARKS:

Mark will be large triangular yellow or orange floats

4. STARTING SIGNALS:

White Flag Attention Gun 30 minutes to start
Shark Flag up Warning Gun 5 minutes to start
"I" Flag Horn 4 minutes to start
"I" Flag down Horn 1 minute to start
Shark Flag down Gun Start

Course will be displayed on the committee boat between attention and warning gun

5. BACK-TO-BACK RACES:

The first signal for the next race will be a horn, six minutes prior to the start of the next race. The intent to sail races back-to-back will be indicated by the flying of the code "R" flag when the committee boat is on the finish line of the previous race. Code flag "R" will be dropped and a horn sounded 6 minutes before the start

6. OTHER SIGNALS:

Whenever the Race Committee makes a signal displaying finish’, it will call attention to its action as follows:

Note that following a postponement, the restart of the sequence will be signaled by a white flag and a gun 5 minutes before the restart, and on a five-minute interval. ‘AP’ and ‘R’ will be lowered and horn sounded 1 minute before white flag and gun.

7. RECALLS:

A. The race committee will signal a General Recall by displaying the "first substitute" accompanied by two guns. After a general recall the one minute rule will be in effect. (Rule 30.1 - A yacht that crosses the start line within one minute must go around an end of the line to start.) Horn signal shall accompany the lowering of the first substitute and the new Warning Signal shall than be made one minute after signal is lowered. B. Recall of individual boats will be signaled by horn and code flag ‘X’ -will be flown until all premature starters have re-started. Race Committee will attempt to verbally notify all premature starters but the responsibility for a proper start rests with participating skippers.

8. THE FINISH:

The finish line will be between a buoy and the race committee boat flying a blue flag. *See penalties for sailing through the finish line before finishing.

9. TIME LIMIT: 1. If the first boat in a class has not rounded the weather mark within 45 minutes after the start, the race will be abandoned and rescheduled. 2. If the lead boat has not crossed the finish line within 90 minutes, the race will be abandoned. 3. Any boat not finishing with 120 minutes will be scored in place with ties awarded when there is doubt. 4. No race will start after 4:00 on Saturday. 5. No race will start after 11:00 on Sunday. 10. PENALTIES: 1. a yacht or yachts involved in a collision which results in serious damage shall be liable for disqualification. 2. If the finish line is set up in the middle of a leg, a yacht sailing through the finish line before finishing shall be DSQ. 3. If a yacht hits a mark it must sail dear and complete a 360 degree penalty before continuing.

11. PROTESTS:

The 720 rule is in effect. If the offending boat (of any class) does not do a 720 degree turn then a red protest flag is required to be prominently displayed and you must inform the other yacht of your protest as soon as possible (usually immediately). You must inform the race committee of your intention immediately on finishing or at the earliest opportunity. Protest forms must be picked up within 10 minutes and a written protest must be filed with the race committee within 112 hour of the docking of the race committee boat.

For the purpose of applying racing rules, the Committee Boat including the "stand off" buoy and the race chase boats will be considered to be obstructions after the preparatory signal.

19. SCORING:

Low Point Scoring system will be used. ONS (did not start) and DNF (did not finish) will be scored as the total number of boats registered. DSQ (disqualified) will be scored as the total number of registered boats plus one point. A disqualification may be used as a throw out race. Ties will be broken in the following manner: The yacht which has defeated the other more times will be declared the winner. If a tie still exists, then the yacht with the greater number of firsts, seconds, thirds and so forth, will win.

If a throw out race exists, the tie will be decided byrne above method with races scored. If there is still a tie, than the yacht that defeats the other in the last race will win.

20. SAFETY:

t Each competitor is solely responsible for his or her personal safety.

2. A yacht which retires or does not finish the race is asked to notify the race committee boat before leaving the racing area.

3. Coast Guard rules require Type I, II, Ill Personal Flotation Device of a suitable size to be aboard for each person.

14. RESTRICTIONS:

1. The same crew must sail in all races of a given regatta. In case of emergency, reasonable substitution may be permitted by the race committee.

2. The same regatta sails must be used in races. In case of damage substitution may be permitted by the race committee. Battens may be changed as desired.

15. All boats should check in (type and sail#) at the committee boat before the first race.

16. The race committee may change these instructions at the skippers’ meeting.
